The longer he plays the less chance he has as his negative WAR will continue to hurt his chances.

Getting closer to these numbers will make him a lock: 2,150 games - 9,000 pa's - 1,250 runs - 1,300 rbi's - 2,300 hits - 1,300 walks - 450 doubles - 350 homeruns. Another 300 games or so playing 1B defensively and another ASG and/or playoff run would help him too. 3 more average "Vottoesque" seasons after 2019 should lock him in. How close did he get to these numbers I said would make him a lock 5 years ago? 2,056 games (94 shy of my number) 8,746 PA's (254 shy) 1,171 R's (89 shy) 1,144 RBI's (156 shy) 2,135 hits (165 shy) 1,365 walks (65 above my number) 459 doubles (9 above) 356 homeruns (6 above) played another 375 games at 1B (more than my number) no additional ASG's or playoff runs Didn't quite hit all of those numbers but came close enough that I don't think he has to worry about eventual enshrinement. Assuming that Ichiro and Pujols go in 1st ballot on the 2025 and 2028 eligible list. Votto will be eligible on the 2029 list, along with Miggy (who should also go 1st ballot). The likes of Andruw Jones, Manny Ramirez, Omar Vizquel, and Bobby Abreu will either get in or exhaust their eligibility by then. Leaving other offensive comps potentially remaining on Votto's 2029 ballot; Beltran, AROD, Utley, Rollins, Hunter, Wright, Kinsler, Pedroia, Granderson, Tulowitzki, Zobrist, Martin, HanRam, AdJones, McCann, Braun, Encarnacion, Markakis, Posey, Gardner, Zimmerman, Cano, Molina, Upton and Cruz. Votto should hit at least 40% in his first eligible year (potentially a great bit higher) and should get in quickly after that.

Votto will be an interesting test for Hall of Fame voters. The traditional benchmarks (e.g. 3,000+ hits, 500+ HRs, 300+ wins, etc.) are falling by the wayside because the way the game is played, and the way things are valued, is changing.
Votto is definitely one of the best hitters of all-time. It feels like he should be a Hall of Famer.

Probably not year one, but I think he gets in after a few years.
