If baseball to survive the game must be sped up Here are new rules to consider to speed up the game.

3. Eliminate all pitching and defensive changes during the inning except in the case of injury. If an injury does occur the player must be placed on the 7 day disabled list.
4. The time between one-half innings will be 60 seconds. If the pitch has not been delivered the batter will be given a ball. Conversely the pitcher may deliver the first pitch of the inning after 45 seconds regardless if the batter is in the box or not. During an inning the time will be shortened to 30 seconds for the pitcher, and 15 seconds before the subsequent pitch is delivered.
5. At bats will be a maximum of 6 pitches. If the batter cannot get on base via a batted ball or walk he is out. this will also save arms.
6. Balks will be eliminated. Conversely a pitcher can make only one pick-off attempt per pitch to the plate.
7. all signs will be transmitted electronically. using smart watches. The signals will be monitor by a cyber umpire. If an hacking attempt occurs by the offensive team the batter will be called out. If it occurs by the defensive team the batter will be awarded a home run. There will be no interruption of play by mound visits.
8. A batter may not leave the batters box once he has entered it unless he has struck the ball. Infractions will cost the batter a strike.
Extra innings.
The visiting team first three batter will be awarded the bases and the bases will be filled at the start of the inning. The next three batters will bat. The half inning is over after three outs or the three batters have batted. If the visiting team scores four runs or the score becomes such that the home team can no longer tie the game the game is over.
Umpires will be able to utilize discretionary judgement following injuries to players after being struck by a batted ball or a bat, and a collision between players.
