Could the Reds declare Bailey’ s contract null and void due to the fact Bailey has said he will not be a reliever. By doing so Bailey has declared he will not pitch which in my view could be seen as breach of contract. Hey it is 28 million dollars.

I think if it really came to that they could but it hasn't reached that point yet. He has to literally refuse to warm up when they tell him he's in next

Probably legally yes, but realistically -- it would be a huge court fight -- the union would line up solidly behind Bailey. It could easily generate more bad press. It would at least a year to come to trial, and meanwhile, it is extremely likely that Bailey would receive an injunction that would insure he gets paid whether he pitches or not.
Given all that, the prudent course of action would be to pay him off and move on, most likely.
