I'm under the impression that they'll announce the rosters this week. I mean, searching for 2014 articles, they did around August 27th, 2014.
I'm reading some random thing about eligibility (http://mlb.mlb.com/mlb/events/winterleagues/about/?league=119&id=player_elig)... some relevant points: -Each organization needs to send 6 players. -MLB players with less than a full year of service time are eligible. -All AA and AAA players are eligible, provided they are promoted to AA by August 1 (I'm not clear how strict that deadline is, regarding Ervin and Blandino). -One player below AA is allowed per team (I thought it was two last season?)
-Two players who were below AA on August 15th can be eligible.
Some names that might go...
-Jon Moscot (MLB), I think the Reds already implied that he'd go, if he's recovered from his non-throwing-shoulder injury. -Brandon Finnegan (MLB), to get even more work. -Nick Travieso (A+), who's only pitched 17 games and 81.1 IP this year. -Keury Mella (A+)? -Amir Garret (A+)t? I sorta doubt it, though, he's already thrown a lot of innings. -Robert Stephenson (AAA)? I sorta doubt it, though.
...There are also a bunch of irrelevant relievers they could include.
-Phil Ervin (A+/AA), he was kept in A+ until August 20th. And why not? -Alex Blandino (AA), who was promoted to AA on August 3rd. He's struggled in Pensacola, and maybe the AFL offers hope for redemption. Like Jesse Winker got last season. -Jesse Winker (AA), again, to try to win an AFL MVP or something. -Kyle Waldrop (AAA), again, because he remains one of the top hitting prospects at AA or above.
Winker, Waldrop, and Seth Meijas-Brean went last year... as did Nick Howard, Ben Klimesh, Ryan Dennick, and Raisel Iglesias. I sorta doubt any of them return.
I'm not clear if the rules mean only Ervin, Blandino, Travieso, or Mella can go to the AFL as players below AA on August 1st, or how flexible those rules are. I thought Jesse Winker only made the AFL last year after they ignored some requirement about returning from the DL by a certain date. I assume everyone in the AFL would prefer to see prospects like Ervin and Blandino rather than scrubs.

Moscot had reconstructive shoulder surgery.

Jon Moscot injured his non-throwing shoulder, not his elbow, which means a shorter recovery time. Tommy John was never an option. And he injured his less-important non-throwing shoulder, so his throwing arm should be fine. With his injury completely unrelated to his throwing arm he should be ready to go once his other shoulder is ready, and they'll probably want to get him innings after he's sat out so long. He's been on the shelf for months. His throwing arm is healthy and rested. Keeping him away from pitching until spring training sounds like an unnecessary step. He's been out for the season because rehab was likely to take until around the end of the season (as it is, with him starting to throw again in September), not because he needs until spring training to recover. If he doesn't go to the AFL he'll likely play winterball somewhere, probably just further from the spotlight. If you're worried about Moscot being overworked in the AFL, Raisel Iglesias went there last time and pitched 7 games, 7 innings. He turned out alright, after also not pitching in games for months (more like years, in his case) beforehand. Sending 26 year old Adam Duvall to the AFL would be quite a waste, in my opinion. If they're going to send a somewhat light hitting outfielder I'd prefer Waldrop returns, or they send Yorman Rodriguez. Here's Jon Fay's recent article, for whatever it's worth: www.cincinnati.com/story/sports/mlb/reds/redsblog/2015/08/18/reds-walt-jocketty-waiver-trade-front-quiet/31935217/ MOSCOT UPDATE: Right-hander Jon Moscot, who dislocated his left shoulder on June 15, is progressing well.
"I just started lifting upper body last week," he said, "A little lighter than normal, but I'm getting back into that. I'm also doing lower body, running. I'll start throwing in a month.
"That's the timeline for that. I'm going to meet with the doctor this week and find out what the offseason program will be."
Moscot could throw in the Arizona Fall League or in Winter Ball.
Once he begins throwing, he'll be on an accelerated program since the injury is to his non-throwing shoulder. Moscot, one of eight rookies to start a game for the Reds this year, was 1-1 with a 4.63 ERA in three starts when the injury occurred.

Some other perhaps long-shot candidates for the AFL might include (keeping in mind that Dennick and Klimesh went last year, despite not being very highly regarded)...
RHP Zack Weiss (AA), he's had an excellent season out of the bullpen and is very deserving. RHP Keyvius Sampson (MLB), to work out of the bullpen. LHP Cody Reed (AA), although he's already pitched 125+ IP after throwing 84 last year. RHP Barrett Astin (AA), who they got for Broxton. Long-shot, though. RHP Layne Somsen (AA/AAA), not the most impressive choice, but maybe. RHP Carlos Contreras (AAA/MLB) RHP Stephen Johnson (AA), who they just got for Byrd. Maybe they feel stronger about him than critics do.
OF Yorman Rodriguez (AAA), if he's healthy. OF Kyle Waldrop (AAA), even though he went last year, and has had a worse season. INF/OF Adam Duvall (AAA) INF Seth Mejias-Brean (AAA), even though he also went last year. CF Ryan LaMarre (MLB)? I hope not. OF Sean Buckley (AAA)? I hope not. OF Jesse Winker (AA), he doesn't have anything left to prove in the AFL but the Reds don't have lots of better candidates.
Hopefully it's Moscot, Finnegan, Travieso, Ervin, Blandino, and others out of the guys listed above. My preferences are in bold.

The Reds don't get to pick the positions required to be filled by them, that is done via draft.

Moscot is not playing in the afl, Fay is an idiot. By being in a position to talk to Moscot and Reds personnel he seemingly has an idea of what's going on in this case. Not to be rude, but I'm not clear what you know that he doesn't about Moscot's rehab. There are rules about being off the DL by some certain date to be eligible, which were waived for Winker last year, and I'm curious if that is the basis to your claim.

The guy hasn't thrown a pitch in months and games start in seven weeks, unless the reds have figured out a way to completely bypass the injury restrictions he has zero chance of being named, mlb requires that those players will be 100 percent and ready to go. This is why they don't have the "draft" until minor league seasons are practically over - very last minute.
Fay has shown numerous times he doesn't know the rules governing the league he reports on. He's lazy.
